In 2007, 146 teenagers died in car crashes in Illinois. In 2009, that number was cut in half, to 73 teen deaths — with the same number the following year.

Secretary of State Jesse White believes those “other” 73 teens per year are still alive because of something that occurred between 2007 and 2009. In 2008, tougher restrictions were added to the graduated driver’s licensing, or GDL, law that had been in effect in Illinois since 1998.

The GDL system creates several different kinds of driver’s licenses and divides drivers into age categories so that even after they gain a license, teenagers are not allowed to do the same things as older drivers. It also requires would-be drivers to work their way through a “learning permit phase” and an “initial licensing phase” — and to reach their 18th birthday — before they can enjoy all the privileges of holding a full-fledged regular driver’s license.
