Under-21 Party Promoter Threatened With Jail, Fines

INDIANAPOLIS -- A promoter accused of hosting violent under-21 parties without the proper permits was threatened with fines and jail time Monday.

Sylvester Foster, 30, has been cited five times for hosting parties at a former car dealership at 6105 E. 38th St. without permits or insurance and with breaking zoning rules, 6News' Jack Rinehart reported.

After he was cited in February, Foster signed an agreement with the city in Environmental Court promising not to host any more under-21 parties at the location.

But in May, officers raided the facility and found more than 400 young people in a cramped upstairs room, where two of the three exit doors had been barricaded shut, police said. In another raid, officers identified a DJ at the party as a registered sex offender.

Earlier this month, two young people were shot several times while leaving a party there.

Foster returned to court Monday, where he was told by the judge he would be arrested and fined
